Pro-ISIS hackers made the claim, but there was no immediate response from the State Department:

A team of hackers supporting the Islamic State terror group announced Sunday it had stolen the names, phone numbers and other personal information of State Department employees, releasing some screenshots in a message vowing to “crush” the United States.

The hackers, known as theĀ United Cyber Caliphate, made the announcement in a statement labeled “Wanted to be killed.”
