AAF analysis shows that despite former regulatory czar Cass Sunstein urging agencies in 2012 to cut between 50,000 to 2 million hours of paperwork, the paperwork burden has only increased. In 2012 the nation’s average paperwork burden was 10.3 billion hours and today it stands at more than 11.5 billion.
