WASHINGTON — The Obama administration is changing tax rules for the Internal Revenue Service (IRS), which worries Republicans.

This comes on the heels of the controversial IRS scandal where recent findings show the administration targeted conservative Tea Party groups before the 2012 presidential election. The rule change affects powerful political groups and their tax status.
