WASHINGTON — U.S. President Barack Obama and Russia’s Vladimir Putin have reached an agreement over monitoring Syria’s chemical weapons.

The vote went the way as expected and passed.

This is the final part of the backing down of the Obama administration, which had threatened use of American forces [3] in Syria after Syrian President Bashar al-Assad used chemical weapons on Syrian rebel forces.

Then, when Russia called Obama’s bluff, he relented and agreed [4] to let Syria hand over the chemical weapons to the United Nations. Assad hailed this as a “victory [5]” and embarrassed the Obama administration.
