Rep. Tom Davis
Chairman, House Government Reform Committee
2157 Rayburn House Office Bldg.
Washington, D.C. 20515

Dear Rep. Davis:

Congratulations on your new position as chairman of the House Government Reform Committee. This committee under chairman Rep. Dan Burton had been investigating the FBI practice of using killers as government informants. The Associated Press reports that this practice was widespread throughout the Bureau. The committee focused attention on the case of Joseph Salvati, who was framed by an informant under the protection of the Boston FBI and served 30 years in prison for a crime he didn’t commit. An unanswered question is what knowledge, if any, FBI Director Robert Mueller has about the Boston FBI scandal. He was in the U.S. attorney’s office in Boston during part of this time period. You could clear up any confusion on this point and help restore confidence in the FBI by getting to the bottom of this matter.
