Megan McArdle at Bloomberg wanted to find out why the state of Utah happens to have the highest income mobility metric in the nation for the likelihood of moving from the lowest quintile of income to the richest: 10.8% (by comparison, Charlotte, North Carolina has the statistic of 4%).

She mentioned how most of the legwork is done by the Church of Jesus Christ of Latter-Day Saints (known commonly as the Mormon Church) and so the statistics are hard to come by on why Utah can move people up the income ladder.

In short, the state of Utah encourages people to rely on civic organizations and become self-reliant, and not to rely too much on government hand-outs. This goes against liberal ideology, which is why both academics and reporters are confused about it.
